Miller Project
An important project, a small mine
The Miller Project is located in the Laurentians, bordering the Outaouais region in southern Quebec, approximately 75 km west of Montreal and 90 km east of Ottawa, Ontario. The project is located within the boundaries of the Argenteuil RCM and the municipality of Grenville-sur-la-Rouge.
With a total mined area of 12 hectares, the Miller project would include two graphite pits, one marble pit and service facilities.
A project with long-term benefits for the community
Annual graphite production would be a maximum of 1,515 tons of graphite and 150,000 tons of marble. The mine would be in operation for approximately eleven years, followed by seven years of processing with no extractive activities.
All mining activities, including the processing of graphite concentrate and the extraction of marble blocks, would be carried out locally on the Miller property. The processed product (high purity graphite concentrate) would also be produced at the mine site.
Significant benefits associated with the project
It is estimated that an initial investment of C$44.38 million would be required to bring the Miller Project into operation.
Once in operation, the Miller Mine would have significant benefits:
- 189.7 million in the local and regional economy;
- 70.5 million in taxes;
- 58 jobs during the construction phase and nearly 200 direct and indirect jobs during operations.
- Improvements to municipal infrastructure;
- Donations and sponsorships to local organizations, as well as participation in promising community projects.
1 million in investment for the restoration of the site
The estimated cost of rehabilitation and closure of the mine is $1 million. Half of this amount will be required prior to the issuance of the mining lease and the balance within three years of the issuance of the lease. (the “Company”) (TSX-V: CCB) is pleased to announce that it has started an expansion of the drilling program on its Miller Graphite Property (“the Miller Project”), located in Grenville Sur la Rouge, Quebec (“GSLR”). Drilling commenced on November 28th, 2021, and data obtained from the drilling program will enable the Company to achieve a number of key objectives: 1) upgrade its resource calculation; 2) delineate the location and shape of the future graphite pits; 3) minimize any potential impact on maple bush habitat; 4) address concerns raised by the citizens of GSLR.
The design and commencement of the drilling program is consistent with commitments made by the Company following the latest Commission de la Protection du Territoire Agricole du Québec (“CPTAQ”) decision regarding the Miller Project (see news release dated August 30, 2021). The upgrading of the resource calculation, refining of pit designs and evaluating any potential impact on maple bush habitat (in conjunction with additional hydrogeological studies and soil sampling to be conducted in early 2022), will be used to continue the process of permitting the Miller Project as the Company responds to the CPTAQ, the Ministère du Développement Durable, de l'Environnement et de la Lutte contre les Changements Climatiques (“MDDELC”) and the Ministère de l'Énergie et des Ressources Naturelles (“MERN”).
Prior to the commencement of drilling, the Company retained Terra-Bois, a forest management company located in Lachute, to mark any maple trees located in the direct area of the drill pads to ensure that no maple trees would be cut during this program. In planning for the drilling program, a resource review performed by SGS (the same company responsible for previous resource calculations on the Miller Project), defined multiple areas where incremental drilling should serve to potentially increase the currently known resources in terms of tonnage and graphite content in the indicated category. Those areas are located where limited drilling was performed in the past. The drilling program will be particularly focused on better defining and connecting the area located between the two high grade zones of the Project (VN3 area to the west and the VN6 area to the east).
The drill plan consists of 2,500 to 3,000 metres of drilling, in 35 shallow holes varying in depth between 30 metres and 175 metres. The meterage makes this program the largest drill campaign to-date on the Miller Project. The drilling, which is expected to be completed by the mid-December 2021, is being conducted by Downing Drilling from Calumet in GSLR. SL Exploration Inc, of Acton Vale will provide the geologists and technicians to complete the program. Given that both companies have previously worked on the Miller Project, their current involvement will ensure continuity and efficiency. Samples from the core taken at 1.5-meter intervals will be analyzed for graphitic carbon (Cg) content by independent laboratories.

Furthermore, it will set the stage for ongoing review and revision of the Company’s overall commercialization strategy targeting the nuclear graphite and other high value sectors and applications."

On July 21, 2021 the La Commission de Protection du territoire Agricole du Quebec (“CPTAQ”) rendered a Notice of Change in Orientation in which it indicated it was prepared to authorize, for a period of two years, the exploratory work required for Canada Carbon to provide additional information to its existing application file. CPTAQ provided 30 days for comments on its change of orientation and will provide a final decision in due course.
Canada Carbon had filed a comprehensive file with the CPTAQ based on the information it understood the CPTAQ required. In addition to requesting the area needed for the proposed pits and infrastructure, Canada Carbon built in some flexibility to accommodate the potential requirements Ministry of Energy and Natural Resources or the Department of Environment and Fight against Climate Change could have from their respective reviews which cannot commence until the CPTAQ approval is obtained.
The CPTAQ determined that it wanted more specific information regarding the exact area required for the project so that an assessment could be made on the impact on water, dust and maples for that area.
Although COVID-19 has imposed certain constraints on the availability of drillers and certain analytical procedures, and may continue to have an impact beyond the Company’s control for some time, the Company has set an internal target of 6 to 9 months to complete the work required for the CPTAQ.
To this end, Canada Carbon will need to finalize its pit designs. SGS Canada has been requested to prepare a drill plan. Quotes for availability and pricing for drilling services have also been requested. The objectives of the drilling program, which is expected to be carried out between Fall 2021 and Spring 2022, will be to:
- Further delimit the location of the graphite to obtain the value of the indicated or measured resources;
- Refine the precision of the quarry and graphite pit contours;
- Continue the hydrogeological study; and
- Continue the geotechnical study.
Stratigraphy and topsoil analysis and an updated forest inventory are expected to be performed in the Fall of 2021.
The work will be done in collaboration with GSLR experts to the extent possible.
