Zoning Amendment

In 2016, Canada Carbon filed an application with the Commission de la protection du territoire agricole du Québec (CPTAQ) to amend the zoning on an area of approximately 66.56 hectares. This application was accompanied by, among other things, detailed third-party reports addressing the geological, hydrogeological, hydrological, economic, ecological and forest management impacts of the Miller Project.

In July 2020, the CPTAQ issued a conditional positive preliminary orientation that allowed the Commission to communicate its intentions regarding its future decision so that project stakeholders could provide additional information that could impact its final decision.

On March 31 and April 1 , 2021, the CPTAQ held a public meeting so that stakeholders could present their additional arguments to influence the Commission's positive preliminary decision. A final decision by the CPTAQ is expected.

A rigorous restoration plan, strict conditions and requirements

With the help of a recognized agronomist, Canada Carbon has developed a restoration plan aimed not only at limiting the anticipated impacts on the environment, particularly on the potential of the maple grove located within the area of interest, but also at improving the maple bush potential of the project's lands compared to what currently exists.

In its preliminary positive conditional orientation, the CPTAQ also establishes conditions and requirements that aim to limit the impact on the surrounding territory and agricultural activities as well as to allow the return to agricultural activity at the end of the operation.

Summary of the main conditions and requirements of the CPTAQ :

  • The authorization would be granted for 25 years.
  • Deposit of $360,000 must be paid to the CPTAQ.
  • The forest management plan will have to start at the beginning of the project.
  • The CCB is required to replant 23 hectares of maple trees.
  • Every two years, a follow-up report on the management of the sugar bush must be provided to the CPTAQ.
  • Mine closure and site restoration will be completed by the end of the license period.
